Yo achieve dynamic streaming you need to use external rtmp application for bandwidth detection, in your flex application. then based on data recieved call the appropriate flv from you actual rtmp app. For more info read through flowplayer dynamic streaming method for a clearer understanding. “DynamicStreamingSource” was only in the beta release.
